USAID Saves: Humanitarian Aid to Kherson During the “Human Safari”
This week’s Kherson Weekly will be very different.
Given that I am an American citizen, I feel that the destruction of USAID and the manner in which the Mump Administration (credit to Timothy Snyder on the terminology) is proceeding with “negotiations to end the war” is a disgrace. These actions and attitudes on serve Russian interests and amount to a betrayal of our Ukrainian allies. In particular, the baseless accusations and subsequent and sudden demolition of USAID enraged me, as I know clearly the benefits of these essential programs.
Being immersed into the information environment surrounding Kherson, I have seen evidence that stands in direct contrast to Musk’s and Trump’s assertions that USAID is wasteful, fraudulent, and used for malign intent. Rather, USAID has spent decades working with small businesses and NGOs in Ukraine, spearheading democratization and decentralization throughout the nation. If you want to read more on that and get more of a big-picture view of the finances behind USAID operations in Ukraine, I recommend this excellent article written by Tamar Jacoby for The Bulwark.
I find that numbers are integral for understanding USAID’s role, but we have seen how Elon Musk and his DOGE cronies are able to tweet out references to random numbers without context and scream “corruption!” So I wish to present the following timeline of USAID-related support provided during the so-called “Human Safari,” as detailed by the Kherson Military Administration. This should truthfully illustrate to Americans the human impact of their tax dollars and American soft power overseas. USAID provided life-saving and life-changing assistance to Ukrainian civilians in dire need, while they endured genocidal strikes from Russian forces.

European Integration.” The event focused on reforms to local self-government and mutual agreements for developmental cooperation between Lithuanian officials and Ukrainian officials.

The USAID project “Investments for Business Sustainability” helped run an information campaign across Ukraine raising citizen’s awareness of secure methods of payment and the protection of personal financial data online.

Small and medium businesses in Kherson had the opportunity to apply for grants worth up to $5000 if they demonstrated that their business both was adversely affected by the war and employed at least one person affected by the war. The grants were obtained through the Bureau of Humanitarian Assistance at USAID.

The USAID project “Support for Healthcare Reform” collaborated with the Kherson charity “My Kherson Region” to restore and re-equip the bomb shelter, adding reinforced doors, retiling the walls, and renovating four rooms.

USAID’s Bureau of Humanitarian Assistance supported financing of the CARE Ukraine and Response Consortium’s project “Providing Intersectoral Humanitarian Assistance to the Conflict-Affected Population of Ukraine.” 600 cubic meters of freshwater were delivered to the Dariivska, Kalynivska, and Bilozerska hromadas. The project also seeks funding for water storage tanks for communities in the Kherson region without proper drinking water infrastructure post-destruction of the Nova Kakhovka Dam in 2023.

The USAID AGRO (Agrarian and Rural Development) Program financed two land reclamation projects in Kherson Oblast, clearing the land of explosives and then restoring irrigation to allow local farmers to begin growing again.

The UK and USAID cosponsored the project “Service in Action” in cooperation with the Ukrainian Ministry of Digital Affairs and International Register of Damages to create a portal for Ukrainian citizens victimized by Russian terror to report their personal injuries and property damages to The Hague. Qualifying victims received compensation for their injuries, losses, or damages.

On 21 August 2024, USAID, the Kherson Regional Contact Center, and the Kherson Administration held a meeting as part of their initiative “Strengthening Public Trust.” They stated that as of 21 August, 15 administrative service center suitcases, 15 electric scooters, 170 generators, 300 sets of various equipment, and 120 water pumps had been donated or installed throughout the Kherson region.

USAID’s project “HOVERLA” in conjunction with several other Ukrainian governmental organizations helped attract 600 separate international investments into the development of infrastructure and reconstruction in the medical and economic sectors. Additionally, USAID DOBRE and USAID AGRO both worked in the development and restoration of agricultural infrastructure.

USAID AGRO brought in experts from Motorola Mottech Water Solutions, Responsive Drip Irrigation, and Cornell Pumps in the private sector to advise Ukrainian local officials on irrigation and land reclamation. Additionally, Ukrainian officials were able to visit the J.G. Boswell Company and the San Luis Reservoir in California to learn about management of water resources and development strategies.

In Bilozerska hromada, USAID’s project “Strengthening Public Trust” and the Unification Foundation sponsored the expansion of classes which teach children and civilians how to act in various emergencies. Additionally, four bomb shelters were outfitted with insulation to protect civilians from the elements. Two dozen waste sorting and disposal facilities were also funded to reduce the amount of debris being sent to landfills.

USAID AGRO provided assistance in the restoration of irrigation systems in the Lymanets area after Russian forces destroyed them in retreat during the Kherson Counteroffensive and later again when flooding destroyed many facilities along the Inhulets after the Nova Kakhovka Dam was destroyed by Russian forces. 1500 hectares of farmland were restored to an arable status.

In Chornobayivka, a bomb shelter will be developed at an outpatient clinic, public safety courses will be conducted at community educational institutions, children’s enrichment and recreation facilities will be opened, and bicycle racks will be installed near heavily utilized assets.

The Czech humanitarian organization A Person in Need and USAID jointly launched the micro-grant competition project “DOVIRA” to support business of IDPs (Internally Displaced Persons) operating in Lviv, Vinnytsia, and Ivano-Frankivsk Oblasts. Businesses that employ only one person or that are personally operated could obtain up to $1000 USD, while businesses employing between 2-50 people could obtain grants amounting to $4000 USD.

Currently, Chaplynka and its associated villages are all controlled by Russian forces. Situation Report
Since tracking began on 21 June 2024, 11 medical volunteers & personnel, firefighters, and police officers have been killed and 87 more have been wounded by Russian attacks. A 33-year-old and a 48-year-old police officer were wounded by drone attacks while working checkpoints on 8 February, according to the Kherson Police. Two more officers were injured on 12 February. A 63-year-old ambulance driver was killed in Dniprovskyi raion on 13 February, according to Governor Oleksandr Prokudin. Additionally, two police service dogs were wounded in two separate attacks on 8 February and 10 February.

So far in February, Russian forces have maimed or murdered 106 Ukrainian non-combatants: 10 people were killed and another 96 civilians were wounded by Russian attacks. Of those victims, Russian drone attacks have killed 7 and wounded 63 civilians, while shelling has killed 3 and wounded 33 civilians.
As of 14 February 2025, 1807 civilians have been killed or wounded by Russian aggression since 21 June 2024, in Kherson Raion. 84 civilians have been killed by shelling, while 697 have been wounded. Another 84 civilians have been killed by drones, while 942 civilians have been injured (a total of 1026 drone casualties).
