On 26 February, the Telegram channel Udalenshchyky Airlines, associated with the Russian 104th Guards Air Assault Division, posted a gruesome photo of a person killed by a drone strike whilst riding a motorcycle. A 65-year-old man was reported by Kherson Police to have been killed by a Russian drone strike in L’vove on 26 February. This particular Russian airborne unit has been active along the Left Bank near Krynky and directly across from the village of L’vove for some time now. Their use of Molniya drones in villages in Beryslav Raion is well documented on Andrew Perpetua’s Ukraine Daily Update Map. As with most Russian drone strike posts, the caption featured the cynicism and racism associated with these imperialist and Rusich-aligned Rashist Nazis.

It's a shame about the motorcycle, of course...
On 2 March, video of the strike was posted to their Telegram channel, where they claimed the man was part of a “small motorcycle group.” In the strike, seen at the very end of the minute-and-a-half compilation, one motorcycle is seen between two civilians walking on foot, before it is struck. The camera cuts away to the man’s mangled body, a smear of blood across the pavement, and the burning remains of the motorcycle.

Amidst talks of a potential minerals deal with the Trump Administration and steps towards a ceasefire, the Kherson Administration has been preparing for the possibility of repairing the city in what seemed to be an approaching post-war future. Given the political fallout of the summit in Washington between Zelenskyy and Trump, the minerals deal seems unlikely and a true just peace for Ukraine seems just as far away as before Trump’s election. Regardless, Europe seems to be slowly rising to the challenge of being Ukraine’s financial and security guarantor. Deal or no deal, reconstruction remains a looming issue for Kherson as its civil and residential infrastructure have sustained significant damage throughout the war, but especially since its liberation from Russian occupation. International partnerships with Kherson are essential to its survival and future, as outlined in my edition of Kherson Weekly from the second week of February.
With the future in mind, this week, Gov. Oleksandr Prokudin made significant steps in meetings with politicians and businesses in Italy’s Liguria region. The main topic of discussion was Italian technological investments in Kherson’s agriculture sector, cooperation and development in the naval sector, and renovation of vital civil infrastructure. Kherson and Liguria agreed to form deeper connections in the realm of social support, mutual cultural development, and cultural & economic exchange in discussions with the region’s President Marco Bucci in La Spezia on 26 February.

Kherson and the Liguria region further deepened ties through cooperation between Italian companies and Kherson’s industries. Gov. Prokudin met with Giovanni Mondini, the President of the General Confederation of Industrialists and Entrepreneurs of Genoa to discuss investment in energy and logistics. In discussions with Mario Gerini, the President of the Confederation of La Spezia, a memorandum of cooperation was signed between Kherson and La Spezia. Outlined in the memorandum are agreements for investment and cooperation in logistics, maritime industries, mechanical engineering, and energy. Additionally, the reopening of Kherson International Airport was discussed, particularly the development of a Kherson-Istanbul air route. The aerospace company Leonardo SpA and the contracting and engineering firm EFFE Ingegneria e Construzioni both agreed to cooperate with Kherson’s industries in the sectors of defense, energy, telecommunications, and renovation of civil transportation infrastructure. In discussions with Francesco Ferrari, Gov. Prokudin observed proposals for the possible post-war reconstruction of the Antonivskyi Bridge. Finally, a meeting between Gov. Prokudin and Andrea Fontana, the President of the Association of Maritime Agents of La Spezia, resulted in agreements to cooperate in shipping between the two port cities.

Additionally, on 28 February, an agreement of cooperation between Kherson Oblast and Lincolnshire County in the UK, focusing on agricultural technology and business investments. As the American government begins to act against Ukraine’s best interests and jeopardizes future relations through hostile rhetoric and behavior, European allies and Ukrainians themselves remain steadfast in their resolve to resist Russian aggression by joining together to rebuild all that Russia has sought to destroy.

Terror From the Left Bank

The Phobos Drone Team of the 18th CAA worked with reconnaissance assets of the 24th Motor Rifle Regiment of the 70th Motor Rifle Division to attack what they claim to be Ukrainian soldiers dug-in on the Left Bank, positioned in basements of destroyed buildings in Dachni, near the Antonivskyi Bridge.

Russian airstrikes continued this week, as strikes hit critical naval infrastructure in the Port area of Korabelnyi Raion, Kherson. Osvedomitell Alex released a thermal video of three KAB strikes.

The Russian Telegram channel of the drone group, “Tourists,” shared footage from the Russian 61st Separate Guards Naval Infantry Brigade, operating near Nova Zburivka and Hola Prystan. The footage features nine drone strikes via Molniya and FPV platforms on houses in the river village of Veletenske. One drone strike hits and sets ablaze a BVS-10 Viking, used by the Ukrainian 40th Separate Coastal Defense Brigade.

Last month, the 40th Brigade posted a video report of their use of the platform donated by the Netherlands and the UK as a military medical evacuation vehicle because of its ability to traverse the soft marshy terrain in the Kherson direction.

Roads of Death (Revisited)
On 22 February, Serhii Sternenko shared a compilation of six Ukrainian drone strikes on Russian loafs, vans, and civilian cars pressed into serving as logistics vehicles for Russian forces entrenched along the Dnipro. As reported before in Kherson Weekly, both last week and a month ago, Ukrainian drones are disrupting Russian logistics and supply lines by destroying numbers of such vehicles. Vehicles destroyed in the compilation were taken out near Rybalche, Stara Zburivka, and Nova Zburivka in temporarily occupied Kherson Oblast.

Also on 22 February, a 2S4 Tyulpan, a rather rare and important self-propelled mortar system, was destroyed by Ukrainian drones, after being spotted near Naecheve by pilots of the 426th Unmanned Systems Battalion of the Ukrainian Marines.

The most important strike of the week came from the Ukrainian GUR with a night vision drone skid-drop on a Russian command post in Ivanivka, Henichenskyi Raion, Left Bank, Kherson Oblast. The forward command post belonged to the Russian 14th Army Corps of the Northern Fleet, whose 80th Separate Arctic Motor Rifle Brigade is active on the Left Bank opposite the Ukrainian town of Stanislav. Such a success and more like it could prove vital in the continued disruption of Russian logistics and command & control assets by Ukrainian night bomber drones.

Situation Report
Major MRL and artillery shelling blanketed Dniprovskyi Raion on the third anniversary of the beginning of the full-scale invasion, injuring six people on 24 February. Among the injured civilians were a 15-year-old girl, a 31-year-old woman, a 43-year-old woman, a 48-year-old woman, a 71-year-old woman, a 76-year-old woman, a man in his 60s, and a 54-year-old man. In Centralnyi Raion, a 72-year-old woman was injured. In neighboring Antonivka, a 56-year-old man, a 55-year-old woman, and a 78-year-old woman were injured by artillery and MRL shelling. In contrast, drones only wounded a 47-year-old man and a 49-year-old man on 24 February.
This week featured eight strikes on police officers and medical personnel. On 22 February, a 27-year-old medical professional was injured in shelling of Bilozerka, but sought medical attention two days later. A 27-year-old police officer was injured in a drone strike on Tekstilne on 24 February. On 25 February, three officers between the ages of 27-36 were injured by a Russian drone strike on the town of Bilozerka, west of Kherson city. To the east of Kherson city, a 59-year-old paramedic and 56-year-old driver were injured by a Russian strike on their ambulance on 26 February. Finally, a 37-year-old police officer was injured by a drone strike on 27 February in Kherson city.
Since tracking began on 21 June 2024, 11 medical volunteers & personnel, firefighters, and police officers have been killed and 106 more have been wounded by Russian attacks.
In all of February, Russian forces maimed or murdered 199 Ukrainian non-combatants in Kherson Raion: 17 people were killed and another 182 civilians were wounded by Russian attacks. Of those victims, Russian drone attacks killed 8 and wounded 111 civilians, while shelling killed 9 and wounded 71 civilians.
As of 28 February 2025, 1900 civilians have been killed or wounded by Russian aggression since 21 June 2024, in Kherson Raion. 89 civilians have been killed by shelling, while 729 have been wounded. Another 85 civilians have been killed by drones, while 997 civilians have been injured (a total of 1082 drone casualties).
